Hongkong, 28th. June,

With reference to your letter No. 024 of the 23rd. instant, I have the honour to transmit a copy of the draft telegram which I propose to substitute for that

e attached prematurely to my letter of the 22nd. instant, with the following additional words which represent, I think, your viewa:- "The Commodore disagrees holding that only requirements to present "famine or other serious hardship to the community should be "considered and that questions of the maintenance of trade should

be eliminated".

With regard to 2(a) of your letter I would point out that you appear to have misapprehend the Committee's report. The Committee have not declined to consider any reduction in the trade of Hongkong. On the contrary they express the opinion that 6 more ships in that trade may be released notwithstanding the fact that about 50% for such shipping has already been requisition, ed. They point out that such requisitioning has already caused a considerable diminution in the Colony's trade; and they emphasize the opinion that "sugh grave issues are involved in "treating the problem on the basis of the bare feeding of the "population that His Majesty's Government should be consulted before proceeding on those lines".

With regard to 2(b) of your letter, I have already explained to you in conversation that it is impracticable
